Can chickens eat potato peel?

Why

If you do feed it

Only feed peels that are fully cooked and never raw
Ensure peels are not green, sprouted, or from potatoes that have turned blue/green
Limit treats to a small handful per bird, no more than 10% of their daily diet
Remove any peels that show signs of mold or rot before feeding
